The County of Lipscomb disbursed over $82,000 to the Darrouzett Volunteer Fire Department (DVFD) between 2011 and 2014.
The DVFD charged over $30,000 on their Fronk fuel cards, including $1173.64 in April 2012 when their were ZERO (0) calls. There were 7 separate fill-ups during this month including 1 in Canadian, 3 in Booker, and 3 in Follett.
Checks totaling over $19,000 have been written for unexplained direct payments to specific individuals, made out to CASH, and overwhelming purchases of groceries, at Walmart, and Sam's Club.
Between May 10, 2012 and July 25, 2013, a total of $16,397 of DVFD's tax payer sponsored funds were transfered onto untraceable Western Union Pre-Paid Debit Cards at Booker Grocery. No explanation for the use of these funds have been presented.
How can anyone claim the DVFD records have been audited when they have not produced any receipts?
Why does the DVFD not have receipts to explain their purchases, including the money placed on the Western Union Cash Cards.
Why are the DVFD's unverifiable explanations for some of their expenses (gas, travel, volunteer food, etc.) so much higher than any other local fire department's same expenses.
Why did Lipscomb County Judge Willis Smith state in an April 16, 2014 interview with Amarillo's KVII that: "She (Ms. Schoenals) received the books, all of them, I've got five volunteer fire departments and she did the audits and they were reported to the commissioner's court yesterday and she reported no violations"?
